RCMP Apprehend Man Accused of Stealing Truck, Trailer, and Skid-Steer


Lumsden RCMP arrested a man after a truck, a trailer, and a skid-steer were stolen from a rural property in the Grand Coulee–Pense region.

The situation began around 3:30 p.m. on November 13, 2025, when White Butte RCMP received a report that the equipment had been taken. Officers from both White Butte and Lumsden detachments responded. With assistance from the Regina Police Service’s Aerial Support Unit, police located the stolen truck and trailer heading north on Highway 641 toward Lumsden.


When officers attempted a traffic stop, the driver refused to pull over and continued northbound. For public safety, a spike belt was set up near Lumsden, successfully flattening several tires on the truck and trailer. Despite that, the suspect kept driving and entered the Town of Lumsden before eventually stopping.


The driver ran from the vehicle but was arrested shortly after by Lumsden RCMP members.

Several residents reported seeing RCMP vehicles speeding through the town’s tight residential streets during the pursuit. While no injuries occurred, some community members voiced concerns about a high-speed chase unfolding in areas where children often play. Others expressed relief that the situation ended without injury.

The accused, 47-year-old Randy Heilman of the RM of Lumsden, faces multiple charges, including:


• Three counts of possessing property obtained by crime over $5,000• Operating a motor vehicle while prohibited• Dangerous operation of a motor vehicle• Resisting or obstructing a peace officer• Flight from a peace officer


He appeared in Regina Provincial Court on November 14, 2025.
